Boiler news and marketing in Quebec

Quebec regulates pressure equipment and contractor licensing through the RBQ, which published a draft rewrite of its pressure-installation regulation in February 2026. Electricity heats about 70% of homes, so electric and hybrid boilers matter.

Written by Ali Sedighi, MBALast updated:

Quebec is the province where electricity dominates home heating, and where the regulator is mid-way through rewriting its pressure-equipment rules. The Régie du bâtiment du Québec (RBQ) licenses contractors and oversees pressure installations, and in February 2026 it published a draft overhaul of that regulation. For boiler companies, Quebec means electric and hybrid systems, large multi-unit buildings, and a market that searches in French first.

The Quebec boiler market and its buyers

The short answer: mostly electric heat, a big multi-unit housing stock, and bilingual buyers.

Statistics Canada's 2023 figures show 70% of Quebec households heated primarily with electricity, with natural gas at 5% and wood at 4%. That shapes boiler work: electric boilers, hydronic systems paired with heat pumps, and central plants in Montréal's plexes and apartment buildings. Québec City, Laval, Gatineau and Sherbrooke each have their own mix.

Winters are cold and snowy, and the heating season is long, especially away from the St. Lawrence lowlands.

Regulators to know

We link these regulators; we don't interpret their rules.

  • The RBQ for contractor licensing and building safety, including pressure equipment, gas and plumbing. Doing construction work for clients usually requires an RBQ licence carrying the matching subclasses.
  • The RBQ's February 2026 draft regulation, covered in our news story.
  • The CCQ for construction-industry competency certification, and the CNESST for workplace health and safety.

Current programs relevant to boilers

As of October 2026, and to be confirmed with each administrator:

  • LogisVert. Hydro-Québec's program offers grants for ENERGY STAR heat pumps, geothermal systems and other measures. Hydro-Québec notes a federal heat pump rebate is expected in 2027.
  • Rénoclimat. The provincial program supports insulation, airtightness and windows. Since October 1, 2026, the evaluation before work starts is optional, and revised maximums are in place.
  • Chauffez vert. The oil and propane replacement program stopped accepting applications after March 31, 2026.

The local business mix

Quebec has many specialised boiler and hydronic contractors, especially in Montréal, alongside general mechanical firms. RBQ licensing subclasses and CCQ certification shape who can do what, and general contractors are exposed if they hire unlicensed subcontractors. That makes licence numbers and qualifications a genuine selling point.

How we'd approach marketing in Quebec

  1. French first, English second. Write natural French pages, not translations of English ones, and offer English where your customers need it.
  2. Show your RBQ licence. Display licence information clearly; buyers and general contractors check.
  3. Explain electric and hybrid options. Most Quebec homes are electric, so content on electric boilers and hydronic-heat pump combinations meets real demand.
  4. Track the draft regulation. When the RBQ finalises it, update your site the same week. Our regulation content service does that, and our search visibility service makes sure those pages are found.

Our newsroom will report the final regulation when it is published.

Seasonal rhythm in Quebec

The heating season is long across the province and longest outside the St. Lawrence lowlands. Boiler companies in Quebec typically see:

  • September and October: maintenance and inspection bookings, and planning by property managers of plexes and apartment buildings.
  • November to February: no-heat calls and urgent replacements, with demand highest during cold snaps.
  • March to June: renovation-season projects, often tied to Rénoclimat or LogisVert work on the same home.

That last point matters. Customers renovating with program support may also be reconsidering their heating, so a page explaining how hydronic systems fit with heat pumps reaches them at the right moment.

Questions Quebec customers ask

  • "Do I need to replace my electric boiler?" Explain repair, replacement and hybrid options plainly.
  • "Is your company licensed?" Show your RBQ licence number and subclasses.

We are a marketing and business consulting service for boiler and heating companies, not a contractor.

Frequently asked questions

Who regulates boilers in Quebec?

The RBQ (Régie du bâtiment du Québec) licenses contractors and oversees building safety, with pressure equipment, gas and plumbing all in its scope. Construction workers also need competency certification from the CCQ.

Is Quebec changing its boiler rules?

The RBQ published a draft amendment to its pressure installations regulation on February 11, 2026. It names CSA B51:19 and adds installer filing duties. As of October 2026 we had seen only the draft.

Is Chauffez vert still available?

No. The Quebec government says applications were not accepted after March 31, 2026. Confirm any current alternatives with the administrator.
